1. According to Article 18, Paragraphs 1 and 3 of the Human Research Act, the central competent authority must conduct regular inspections of ethics review committees and announce the results. Any committee that fails the inspection is not permitted to review research proposals. Additionally, Article 5 of the same law states that principal investigators must submit a research proposal for review and approval by the ethics review committee (hereinafter referred to as "the committee") before conducting research.
2. To protect the rights and interests of research participants, all universities and colleges must submit their human research projects to an ethics review committee of a certified institution listed in this official announcement before proceeding.
