An online system for principal investigators and reviewers to submit applications, manage the review process, and track project progress.

Is there an English interface for international faculty and students unfamiliar with Mandarin? Currently, only Mandarin interface is available. Future implementation of an English interface will depend on demand and budget. Non-Mandarin-speaking users can refer to the English User Manual (user's guide).
Who needs to apply for account activation? All members of the research team, including the principal investigator and co-investigators, must apply. Initial login requires approval from the system administrator, who will assign role permissions. Once the account is activated, please update the required curriculum vitae and IRB training certification. Whether research assistants need to apply is at the discretion of the principal investigator.
Can research assistants or team members upload documents on behalf of the principal investigator? Yes. All those listed as "Case-Related Personnel" can access and update case information. However, only the principal investigator can submit applications for review.
What are the training hour requirements? How do I update my certification?

The principal investigator, co-investigators, and research team members must complete at least 3 hours within one year or 6 hours within two years of research ethics training. If taking online courses from the Ministry of Education’s Taiwan Academic Ethics Education Resource Center, must take IRB/REC related courses to be certified as research ethics training hours. If hours are insufficient when submmit research ethics application, please signed "Research Team Ethics Training Commitment" form and upload to the online review system. Then please completed missing hours within three months.
New training certifications should be uploaded to "Personal Profile & Training Hours" and then choose yellow button to updated in the "Research ethics review Application".

How can I apply for amendments, termination, or submit a mid-term/final report? After approval of a new application, modifications or follow-up reports can be submitted via the system. Select "Case Application & Review," then "New Report," and choose the appropriate category:
  • "Amendment" for modifications
  • "Midterm" for mid-term reports
  • "Termination" for study termination
  • "Closure" for final reports
  • "SAE" for adverse event reporting
The system will redirect to the application page.
What should I do if my application is rejected? If an application is not approved, the principal investigator can request an appeal under the "Appeal Application" section. The system will redirect to the appeal submission page.
Can I leave optional fields blank in the application?  As long as there are relevant needs,  documents such as informed consent form for research participant, questionnaires and interview outlines are must be submitted. If it's need to recruit participants, recruitment materials are also must be submitted.
Can previously submitted paper-based applications be managed online? To avoid confusion between paper and online records, For those who have submitted an application before going online, must continue using the paper-based review process until completion.
Why can't I submit a new application? If the principal investigator has outstanding reports (midterm or final), new applications cannot be submitted. According to regulations, failure to submit required reports will result in restrictions on submitting new applications.
How can graduates complete their research ethics closure if they no longer have access to iNCCU? Graduated students lose full access to iNCCU and the research ethics online review system. Supervisors (principal investigators) must assist in completing the closure process. Alternatively, students please complete the closure before finalizing their graduation procedures.
How should retired or resigned faculty complete research ethics closures? Resigned or retired faculty retain iNCCU access for 90 days. Please complete research ethics closure within this period.
How can I delete an unsubmitted application? Only applications with a "Pending Submission" status can be deleted by the principal investigator. To delete an application, Select "Case Application & Review" then "Delete" in the function menu.
