Purpose

Establishment Purpose

The Human Research Ethics Review Committee was established in 2014 to ensure ethical human research practices, protect participant rights, and review research in the humanities, social sciences, and behavioral sciences. The committee aims to uphold research standards and quality.

Responsibilities

All committee members are responsible for reading, understanding, and adhering to the committee's established guidelines.

Composition

Committee Structure

The committee consists of 7 to 21 members, including a chairperson. In addition to scholars from humanities and social sciences, the committee must include:

  1. Legal experts
  2. Social workers or psychological counselors
  3. Other impartial public representatives

At least one-third of the members must be of a single gender. Committee members serve a two-year term, with the possibility of reappointment.

  1. Committee members are appointed based on their expertise, interest, ethical understanding, or scientific knowledge and must be willing to dedicate time and effort to the committee’s work.
  2. Appointment: The first-term members were selected from experts in relevant fields. When a vacancy occurs (due to term expiration or resignation), the chairperson must appoint a replacement within two months. To maintain continuity, no more than half of the committee members may be replaced at one time.
  3. Term: Each committee member serves a two-year term, with the possibility of reappointment.
  4. Before assuming their role, members must sign a confidentiality and conflict of interest declaration to ensure the integrity of committee operations. Members must recuse themselves from reviewing cases where conflicts of interest exist, following applicable regulations.
  5. Members involved in case reviews must disclose their name, occupation, and affiliation with the research institution. Any financial compensation received from the committee must be documented, and expenditure records may be disclosed if required by relevant authorities.
